近几年来,各地区经常来函询问国家机关和事业单位工作人员过去担任乡干部的时间能否计算工作年限(连续工龄)的问题,特别是1962年中国人民银行规定从信用社提拔到银行工作的干部,在信用社工作期间可以计算工作年限和1963年国务院批转“教育部关于各级公办学校教职工退职退休时解放以前和解放以后连续工龄计算的几点原则规定”之后许多地区反映,在集体所有制的信用社工作的时间和解放以前当教员的时间都可以计算连续工龄,而在乡一级革命政权机关从事工作的时间却不能计算工作年限,不够合理。现在,为了合理地解决这个问题,经与劳动部研究,特作如下通知:
