Metaphorical Meaning:
make a few regulations to be observed by all concerned
During the year of 206 BC, Liu Bang, the founder of the Han Dynasty (202 BC – 220 AD), led his army penetrate the defense of Qin’s army and got close to Qin’s capital Xianyang (today’s Xianyang, Shaanxi). When Liu’s army was only several kilometers from Xianyang, Ziying, then emperor of Qin, surrendered to Liu bang.
Upon arriving at Xianyang, Liu Bang planned to live in the luxury palace of Qin’s emperor, but his ministers Zhang Liang and Fan Kuai told him not to do this to keep the ordinary people’s respect. Liu Bang accepted their suggestions and ordered to close the palace. He left some soldiers to protect the palace and the treasure in it. Then he returned to the county of Bashang, which was near Xianyang. In order to gain the common respect, Liu Bang convened all the old men and respectful persons in these places and told them: “the rigid laws of Qin made all the people suffer and they should be abolished. From now on, every one should comply with the three regulations: firstly, the murderer should be sentenced to death; secondly, the ones hurting the others should be punished and thirdly, the theft should be forbidden.” The audience all agreed with the three regulations. Afterwards, Liu Bang sent out his men to propagate the three regulations and the common people all stood up to the regulations and took out food and wine to comfort Liu Bang’s army.
Because of Liu Bang’s orders, the common people all respected him and laid a solid foundation for him to establish the Han Dynasty.
