改革开放以来,随着经济社会的进步,中国监狱经历了以政府保障为特点的监狱体制改革、监狱布局和产业调整、创建现代化文明监狱的重大改革,囚犯的人权保障上升到新的水平。同时应该看到,在囚犯人权保障成就的背后,仍然存在隐忧。人权保障包括囚犯人权在内的所有人的人权,需要全社会公民养成自觉的维护人权的法意氛围,以及符合现代法治原则的“善法”、“良治”。
Since the reform and opening up, with the progress of economy and society, China’s prisons have undergone the reform of prison system, prison layout and industrial restructuring characterized by government guarantees. They have also created major reforms in modern and civilized prisons, and their prisoner’s human rights protection has risen to a new level. At the same time, it should be noted that there are still hidden worries behind the achievement of the guarantee of the human rights of prisoners. Human rights Safeguarding the human rights of all people, including the human rights of prisoners, requires that all citizens of the society develop a conscious atmosphere of lawful human rights protection and “good law” and “good governance” which conform to the principles of modern law and order.
