针对航天科研项目中因资源投入无规划、技术无动态评估导致的高风险、高成本等问题,提出一种用于航天科研项目的模块化管理模型,并给出应用实例。该模型通过对系统分解,设定以子系统/分系统为单位的管理模块,细化其不同研发阶段的资源投入量,对转阶段前的输出结果进行技术就绪水平评估,并对其反馈系统前的成果进行成熟度评估。此模型可应用于航天科研项目的资源投入成本控制和技术动态评估,为多项目并行开展、资源交叉使用及未来模块化管理的研究提供参考。
Aiming at the problems of high risk and high cost caused by non-planned resource investment and non-dynamic technology assessment in aerospace scientific research project, a modular management model for aerospace scientific research project is proposed and an application example is given.
