河南省邓州市皮革厂下岗职工马东阳想开办一家个体皮衣厂,但因缺少资金而一筹莫展。轻工业公司武装部长左志钦知道后,从亲朋好友那里借了5000元送给马东阳作为启动资金,并帮助他贷款,租赁房屋,很快使马东阳的皮衣厂开办得红红火火。眼下,像这样由专武干部帮助下岗民再就业的事,在邓州市就有600多例。 近两年,邓州市下岗职工中有相当一部分是民兵。邓州市人武部把帮助这些民兵再就业作为大事来抓,在对下岗民兵进行就业观念教育的同时,还对他们进行实用技术培训,使一大批民兵学到了新的致富技术,找到了新的就业门路。1997年7月份以来,邓州市人武部和工商局还在专武干部和工商干部中开展了“一帮三”活动,即一名专武干部或工商干
