一、前言××机务段施工设计,是下楼出院后开始的,根据部批准的初步设计,需能担任两台架修、三台洗修,及74台机车整备任务。当时是任务重、时间紧,且担任设计的人员,绝大部分是新参加设计工作的同志,困难较多。设计革命运动以前,机务段的设计,多套用定型图或洋框框,不重视调查研究,设计人员不深入现场,闭门造车,搞烦琐哲学。在设计內容上,技术陈旧,多年来的设计千篇一律,变化不大。施工运营中存在的问题,如工艺设计不适应生产需要,设计图纸不考虑施工方法等,长期重复出现,在政治上,经济上,给党和人民造成很多不应有的损失。

Moreover, most of them were comrades who took part in the design work and had more difficulties. The designers did not go into the scene deeply, closed behind the door and engaged in cumbersome philosophy. In the design content, technology is outdated, design over the years stereotyped, little change. The problems in construction and operation, such as the technological design does not meet the needs of production, design drawings do not consider the construction methods, repeated for a long time, political and economic, to the party and the people caused many unnecessary losses.
