党的十六大报告依据“三个代表”重要思想,对与非公有制经济有关的许多问题作出了新的结论,一是把非公有制经济业主定位为中国特色社会主义事业的建设者,这就清楚地从经济建设的角度,把个体户、私营企业主等非公有制经济业主提高到与工人、农民同等的地位。二是确立生产要素按贡献参与分配的原则,让广大个体户、私营企业主真正吃下了“定心丸”。三是提出判断人们政治上进步还是落后,不能以财产的有无和多少为标准,从理论上进一步解决了“让一部分人先富起来”的重大问题。四是规定其他社会阶层的先进分子,可以申请加入中国共产党,解决了多年来一直存在争论的重大问题——私营企业主中的先进分子入党的问题。这四大理论突破有利干进一步增强党的阶级基础和扩大党的群众基础,加强和改善党的领导,巩固党的执政地位。
According to the important thinking of the ’Three Represents,’ the 16th CPC National Congress report has made new conclusions on many issues related to the non-public ownership economy. First, it has turned the non-public ownership economy owners into builders of the cause of socialism with Chinese characteristics. From the perspective of economic construction, it is clear that owners of non-public ownership economy such as self-employed individuals and private business owners should be raised to the same status as workers and peasants. Second, it is necessary to establish the principle that the factors of production should participate in the distribution according to their contributions so that the majority of self-employed individuals and private business owners can actually eat their “reassurance.” Third, it is proposed to judge whether people are progressing politically or backwardly and can not take the property as a criterion and further solve the major issue of “letting some people get rich first” in theory. Fourth, the advanced elements that stipulate other social strata may apply to join the Chinese Communist Party and solve the major issue that has been arguing over the years - the problem of the accession by advanced elements of private entrepreneurs. These four major breakthroughs in theory are conducive to further strengthening the party’s class foundation and expanding the party’s mass base, strengthening and improving party leadership and consolidating the party’s ruling status.
