在新中国建立后的30年中,政府机关后勤就像保姆一样包办机关后勤的一切,开门七件事,事事都得管。随着我国市场经济体系的逐步完善和浦东改革开发开放的步步深入,老一套的机关后勤管理模式已不适应,因此,浦东新区机关的后勤体制改革也随浦东政府机构的改革,开始启动和不断深化。现在回头看,我真正感觉到浦东新区“小政府大社会”行政管理的理念,在全国产生较大的影响,特别是对国家级开发区管理体制起到了很好的示范作用,对浦东新区机关后勤体制改革也起到重要的推进作用。
In the 30 years since the founding of New China, the logistical work of the government agencies has arranged all the logistics of the organs like a nanny. With the gradual improvement of the market economy system in our country and the step by step reform and opening up in Pudong, the logistic management model of the old set has not been adapted. Therefore, the logistics system reform of Pudong New Area authorities started and continued with the reform of the Pudong government agencies deepen. Looking back now, I really feel that the concept of administrative management in Pudong New Area and “small government big society” has a great impact across the country, especially for the management system of state-level development zones. The reform of the logistics system in the new district also played an important role in promoting the reform.
