今年全国两会上,全国政协委员陈祥福在提案中建议,我国城镇可以考虑实行“一户一房制”。陈祥福委员的构想是,国家可以对目前的房子,按照户口或居民身份证进行清查;对“一户一房制”之外的房子,国家进行回购。不愿意房子被回购的房主,需要根据相关法律法规对持有此类房子付出高昂的代价;回购来的房子中,国家拿大多数用作出租房,提供给有住房需求但又未购房者,老百姓可支付相应的租金选租。陈祥福的提案一出,立即引来激烈争论……支持者认为,该提案完全符合当下人多房少的现状,能够保障大多数人能拥有一套住房;反对者则称,该提案实属无稽之谈甚至是“违宪”,是向计划经济倒退。
