轻工集体企业福利基金普遍超支问题日趋严重,按现行规定提取的数额,无法满足日益膨胀的支出需要,造成巨额赤字,占用了生产资金,影响了企业发展。大超支的原因,主要是:(1)提取标准偏低。现行按进入成本的工资总额,扣除副食品价格补贴和各种奖金后的余额提取11%的比例,自1975年以来未作过调整,虽职工工资有所增加,但物价上涨,如医疗费一项,就吃掉了不少企业的全部福利基金。(2)留利分配太少。轻工集体企业80~90%属微利、亏损企业。
The issue of universal over-expenditure of collective-owned welfare funds in light industry has become increasingly serious. The amount withdrawn under the current provisions can not meet the needs of the ever-expanding expenditures, causing huge deficits and taking up production funds, thus affecting the development of enterprises. The reasons for major over-expenditure, mainly: (1) low extraction standards. The current total wage at entry cost, excluding subsidies for non-staple food and the balance after deducting all kinds of bonuses is 11% of the total. Since 1975, no adjustment has been made.
