林地是发展林业的基础,林地使用权流转是实现林地资源有效配置的重要方式。本文以湖北省为例,从新制度经济学的视角对林地使用权流转进行了分析。本文认为,林地使用权流转目前具有自发性且信息成本较高,需要制定法规和制度来规范,需要成立信息服务机构和森林资源评估机构以降低交易成本。本文认为,除了对提供公共产品的国家生态公益林进行严格管制外,对通过林地使用权流转形成的商品林的采伐和利用必须采取更为宽松的政策。
Woodland is the basis for the development of forestry. The circulation of forest land use right is an important way to realize the effective allocation of woodland resources. Taking Hubei Province as an example, this paper analyzes the circulation of the right to use forest land from the perspective of new institutional economics. This paper argues that the circulation of the right to use forestland is currently spontaneous and has a high information cost. It is necessary to formulate regulations and systems to regulate it. Information service agencies and forest resource assessment agencies need to be set up to reduce transaction costs. This paper argues that in addition to strictly controlling the state-owned ecological public welfare forests that provide public goods, more lenient policies must be adopted on the harvesting and utilization of commercial forests formed through the circulation of forest land use rights.
