自1992年4月起,香港中策投资有限公司在山西与第一家国营企业合资以来,在短短的一年多时间里,共向内地注入资金逾30亿元人民币、嫁接改造了山西、福建、浙江、辽宁、北京等地近200家国有企业,并且在短期内取得了令人瞩目的经济效益,被国内经济界、理论界称作“中策现象”。 中策在内地注册的合资控股企业之中,尤以在杭州合资的4家企业效益最为显著。合资前中策橡胶、中策啤酒是全国500家最大经营规模和最佳效益企业;中策电缆是亏损企业;中策电器则是小型国营企业;合资后,这4家企业实现利润均大幅增长,其中中策啤酒、中策电缆还与其他同类企业再合资,令中策在杭州的合资企业达到6家。
Since April 1992, Hong Kong China Strategic Investment Co., Ltd. has entered into a joint venture with the first state-owned enterprise in Shanxi Province. In a short span of one year, it has injected more than RMB 3 billion into the mainland, grafted and transformed Shanxi, Nearly 200 state-owned enterprises in Fujian, Zhejiang, Liaoning, Beijing and other places have achieved remarkable economic benefits in the short term, and they have been referred to by the domestic economic and theoretical circles as the “China policy phenomenon”. Among the joint venture holding companies registered in the Mainland, the benefits of the four joint venture companies in Hangzhou are the most significant. Before the joint venture, Sinochem Rubber and Zhongce Beer are the 500 companies with the largest operating scale and best efficiency in the country; Zhongce Cable is a loss-making enterprise; Zhongce Electric is a small-scale state-owned enterprise; after the joint venture, the profits of these four companies have increased substantially. Among them, Zhongce Beer and Zhongce Cable also rejoined joint ventures with other similar companies, bringing China Strategic’s joint venture in Hangzhou to six.
