随着市场经济的确立,劳服企业沿袭的计划经济体制下国营企业的经营管理模式已越来越不适应经济的发展,从根本上转变经营机制是使劳服企业再展活力的重要途径。实行“股份合作制”这一新型的企业组织形式正是借鉴股份制的做法,实行劳动合作与资本合作,为劳服企业再创辉煌提供了一个突破口。近年来,劳动部在全国进行了劳服企业股份合作制试点并取得了显著成效,为了进一步贯彻劳动部、国家体改委、国家税务总局、国家国有资产管理局联合颁布的《劳动就业服务企业实行股份合作制规定》,规范股份合作制操作行为,本刊将从这一期开始连续刊登《劳服企业股份合作制百题问答》,以满足广大劳服企业开展这项改革的需要。

In recent years, the Ministry of Labor has carried out trials of the joint-stock cooperative system for labor services companies across the country and achieved remarkable results, in order to further implement the labor and employment service enterprises jointly promulgated by the Ministry of Labor, the National Commission for Economic Restructuring, the State Administration of Taxation, and the State-owned Assets Administration Bureau. The “Provisions on Shareholding Cooperation” will be adopted to standardize the operation of the joint-stock cooperative system. From this period onwards, the journal will publish a series of “Questions and Answers on the Cooperative Cooperative Work System for Labor Services Enterprises” to meet the needs of the majority of labor service companies in carrying out this reform.
