目的了解厦门市、区疾控机构免疫规划服务能力,对存在问题提出解决对策。方法采用描述性分析方法,用Excel2000对数据进行统计分析。结果厦门市、区疾控中心仅有思明及湖里区成立独立免疫规划科。市及各区疾控中心共有免疫规划专职人员21人,每万服务人口配置分别为0.0117人、0.0375人,高级、中级、初级及无职称分别为4、6、6、5名;本科及以上、大专、中专学历分别为10、7、4名;年龄在<35岁、35~49岁、>50岁以上分别为13、0、8名;从事流行病监测及疫苗管理的分别为14、7名。市及各区疾控中心经费主要来源于本级政府,思明、集美及同安区经费较少。结论厦门市、区疾控中心存在工作人员严重不足、年龄断层现象明显、无独立的免疫规划科、部分单位经费来源单一且较少等问题,应通过积极向卫生行政部门呼吁成立免疫规划科、加强人才队伍建设、充实专职工作人员、调整人员结构、保证工作经费等措施解决。
Objective To understand the capacity of immunization planning service of CDC in Xiamen City and district and propose solutions to the existing problems. Methods Using descriptive analysis method, statistical analysis of the data was performed with Excel2000. Results Xiamen City, District CDC only Siming and Huli District set up an independent immunization planning department. The municipal and district CDCs have a total of 21 immunization program full-time staff, each serving a population of 0.0117 and 0.0375 respectively. The number of senior, intermediate, primary and non-professional staff is 4, 6, 6 and 5 respectively. Bachelor degree and above, Junior college and technical secondary school were 10, 7, and 4 respectively; those aged <35, 35-49, and> 50 years old were 13,0 and 8 respectively; those engaged in epidemiological surveillance and vaccine management were 14, Seven. City and district CDC funding comes mainly from the level of government, Siming, Jimei and Tongan less funding. Conclusions Xiamen City, district CDC has a serious shortage of staff, obvious age faults, no independent immunization planning department, some units of a single source of funding and less, and other issues should be actively urged to the health administrative departments to establish immunization planning department, Strengthen the construction of qualified personnel, enrich full-time staff, adjust personnel structure, ensure working expenses and other measures to solve.
