最近,由省公安厅、省建设厅、省计委组成联合检查组,先后对我省125个县、市的公共消防基础设施进行了全面、认真的检查,其结果表明,全省城镇消防基础设施建设滞后于经济建设和城市发展状况十分严重,令人堪忧。 大部份城镇尚未编制消防规划或规划不合理、不落实。编制消防规划是城镇公共消防基础设施建设的基础工作,目前,我省16个市就有11个没有编制城市消防规划;109个县(区)有62个没有编制城镇消防规划:虽然有的将消防规划纳入了城市总体规划,但规划内容比较粗浅、简单,不少城镇尚未根据城镇总体规划要求制定消防专项规划。有的城镇虽然制定了消防专项规划,但是并没有同城镇建设同步实施;还有一些城镇至今没有将制定和落实消防规划摆上日程,致使城镇公共消防设施建设“老帐”未消,又欠“新帐”。
