旅客列车上的扒窃与反扒窃是一对矛盾。列车扒窃的主要成因:一是扒手利用旅客丧失自防能力时行窃,二是扒手利用特定时空条件实施扒窃,三是扒手利用扒窃技能实施扒窃,四是扒手利用列车防范失控条件作案。常见的扒窃手段有:掏包、摘挂、割包、抽芯、调包等。列车反扒工作必须做好控制、识别、抓获和审查工作。反扒工作的发展需要解决的问题:一是反扒队伍的体制应尽快规范,二是切实加强反扒队伍建设,三是高度重视反扒工作的业务基础建设。
Pickpocketing and anti-pickpocketing on passenger trains are a contradiction. The main causes of train pickpocketing are as follows: one is that pickpocket takes advantage of passengers’ loss of self-defense capability when stealing; second, pickpocket implements pickpocketing using specific space-time conditions; third, pickpocket utilizes pickpocketing skills to implement pickpocketing; fourth, pickpocket uses train to prevent out of control. Common pickpocket means: dig package, pick hanging, cut package, core-pulling, transfer packets and so on. The train anti-treading work must be well controlled, identified, captured and censored. Anti-Pa work development needs to be addressed: First, anti-pecking team system should be standardized as soon as possible, the second is to strengthen the anti-pecking team construction, the third is to attach great importance to anti-Pa work of the business infrastructure.
