科技和经济的发展速度与同一时期科研机构的构成状况有着很大的关系。结构合理、符合科学规律、适合一定时期经济社会发展需要的科研机构,有利于科学技术的发展和社会的科技进步。通过几年来的科技体制改革,尤其是科技成果商品化和拨款制度的改革,我国科研机构的结构已在发生变化,然而有利于经济发展和科技进步的新的科技进步的运行机制尚未形成。当前有必要认真研究我国科研机构的构成状况及布局,分析其利弊,结合国外科技机构布局的发展趋势及我国经济、国防建设发展的迫切需求,探讨在计划经济与市场经济结合的情况下我国科研机构的优化重组问题,以求得最佳配置。
