在我国社会主义初级阶段,由于农业的基础性和特殊性,实行财政支农政策是十分必要的。通过对中国财政支农支出的分析,发现其存在地方政府对农业投入不够、对农业投入结构的不合理等问题,针对一系列这些问题,给出了支持扩大“三农”信贷投放、财政支出透明化等建议。
In the initial stage of our country’s socialism, due to the basic and peculiar nature of agriculture, it is necessary to implement the fiscal supportive agriculture policy. Through the analysis of China’s financial expenditure on agriculture, we find that there are some problems such as insufficient investment by local governments in agriculture and unreasonable investment structure in agriculture. For a series of these problems, we give some suggestions to support the expansion of “three rural” loans, Financial expenditure and other recommendations transparent.
