为了如实反映三峡工程的各项经济技术指标,也为了合理维护施工单位的经济利益,三联总公司从“岩石坚固系数”的分析人手,较为清晰地揭示了三峡永久船闸地下输水系统石方洞挖期间,工程成本居高不下,施工费用连连超支的主要原因。即工程的实际岩石级别超出了招标文件的描述,对施工进度产生很大影响,并增加了施工过程中钻具、火工材料、钻机等方面的消耗和资金投入。
