各省、自治区、直辖市、计划单列市及新疆生产建设兵团经贸委(经委): 为贯彻落实《国民经济和社会发展第十个五年计划纲要》对轻工业发展的要求,在原国家轻工业局和中国造纸工业协会研究编制的基础上,我委组织制定了《造纸工业“十五”规划》,现发布实施。造纸业是关系国民经济发展和社会文明进步的重要产业。《造纸工业“十五”规划》对行业状况、存在的结构性矛盾及差距进行了全面总结和分析,对国内外市场需求、结构变动趋势和技术发展趋势作出了较系统权威的判断,明确了我国造纸工业“十五”发展目标、结构调整重点和走可持续发展道路等带有根本性、全局性和长期性的战略措施,是引导和推进行业发展与结构升级的重要文件。请将研究、实施本规划过程中的意见和建议,及时告我委(行业规划司)。
