国家统计局于2003年5月 22日下发了《统计上大中小型企业划分办法(暂行)》的通知,新的划型标准参照国际通行惯例,确定了以从业人员数、销售额和资产总额三项指标共同作为划分工业企业规模的依据。大型工业企业的具体标准是:从业人员2000人及以上;销售额3亿元及以上;资产总额4亿元及以上。按此新标准,国家统计局工交司根据2002年全国工业企业的年度数据,划分出全国新的大型工业企业1588家。按新标准划分的含有造纸业务的大型工业企业名单如下:
