1994年,市经委节能办根据沪府办(1989)44号《关于进一步加强本市节约用电工作的实施意见》的精神,在市财政局、市电力局的支持下,从全市非生产空调加价费中集中一部分资金,设立了上海市节电技措专项资金。几年来,为加强节电资金管理,提高投资效益,加快推进全市节电技术进步,我们先后会同市财政局,市建行一支行,市电力局制订了《上海市节电技措专项资金贷款管理办法》,使节电项目实施和资金管理纳入了规范化轨道。从1994年到1996年全市共安排节电技措项目70项,实现总投资6377万元,其中贷款3010万元,形成年节电4978万千瓦时,创利税3361万元,投资回收期1.9年,对推进上海节电工作起到很大的作用。同时,几年来我们又注重资金的投资效益,全市节电技措专项贷款资金周转率达到70%,超过
