云南省人民政府以云政发(1997)124号文件转发了《进一步加快发展散装水泥意见》。省政府从五个方面对云南省的散装水泥的生产、运输和使用以及专项资金的征收、管理等作了明确的规定。一、为进一步加强对全省散装水泥工作的组织、协调和领导,省政府决定成立云南省发展散装水泥工作领导小组,由省政府领导担任组长,省经贸委、省计委、省建材行业管理办公室领导担任副组长,省建设厅、省财政厅、省公安厅、省地税局、省物价局、省交通厅、省人民银行、昆明铁路局为成员单位,领导小组办公室设
The People’s Government of Yunnan Province forwarded the “Opinions for Further Accelerating the Development of Bulk Cement” by Yun Zheng Fa (1997) No. 124 Document. The provincial government has made clear provisions on the production, transportation, and use of bulk cement in Yunnan Province, as well as the collection and management of special funds. 1. In order to further strengthen the organization, coordination and leadership of the province’s bulk cement work, the provincial government decided to establish a leading group for the development of bulk cement in Yunnan Province. The leaders of the provincial government shall serve as team leader, the Provincial Economic and Trade Commission, the Provincial Planning Commission, and the provincial building materials industry. Management Office leaders serve as deputy group leaders, Provincial Construction Department, Provincial Department of Finance, Provincial Public Security Department, Provincial Local Taxation Bureau, Provincial Price Bureau, Provincial Communications Department, People’s Bank of China, and Kunming Railway Bureau as member units.
