1 开发信息资源的意义 根据有关资料表明,21世纪是高度发展的信息时代。人们把信息看作是除了可再生资源(动物、植物)和非再生资源(矿物)之外的,维持人类社会活动、经济活动、生产活动的第三资源。这是因为:①信息是人类的重要资源。当今世界信息是否发达,关系一个国家的盛衰强弱;信息是否灵通,决定一个企业的购销盈亏;信息是否掌握,标志着领导者决策能力的高低,谁掌握更多的信息,谁就可以利用信息这个重要的战略资源,创造更多的精神财富和物质财富。②信息是现代化的重要工具。实践证明搞任何一项发明创新,都必须了解历史、现状和发展趋势。据统计,现代一项新的发现或新技术,有90％的内容是通过各种途径从已有的知识中取得。因此,尽快的开发信息和掌握现有知识,是搞好创造革新的重要条件,信息可以加速科技、生产、经营管理的现代化。③信息是一切系统的联系中介。它调节着人流和物流的数量、方向、速度和目的。它是联系物质与意识、实践与认识、古与今、中与外、上与下,各个组织的中介,是社会进步的关键环节。掌握信息对于决策者来说,可以减少工作的盲目性,增强自
