在工业化、城镇化建设需求的大背景下,我国国内的土地需求与日俱增。限于城市建设用地数量和规模有限,大量的农业用地流转成为了工业、商业用地,在土地流转过程中,使得农村集体土地实现大幅度升值,创造了大量的土地增值收益。在市场经济体制下,农村集体土地增值收益无疑将成为各方关注的焦点。在流转土地增值收益分配的各个环节当中不同程度的出现了违规违法的现象,巨大的经济利益驱使一部分人铤而走险。集体土地增值收益分配已经成为一个突出的社会问题值得各界去思考和研究。
Under the background of the demand of industrialization and urbanization, the domestic land demand in our country is increasing day by day. Due to the limited number and scale of land for urban construction, a large amount of agricultural land has become an industrial and commercial land. During the land transfer, the rural collective land has been greatly revalued and lots of land value-added benefits have been created. Under the market economy system, the value added benefits of rural collective land will undoubtedly become the focus of attention of all parties. In all aspects of distribution of land value-added returns of circulation, the phenomenon of violation of laws and regulations has appeared to varying degrees, and huge economic interests have driven some people to take the risk. The distribution of value-added proceeds of collective land has become a prominent social issue worthy of consideration and research by all walks of life.
