“北京市政风行风热线”是北京市政府改变政府职能所进行的重要改革举措;该系统需要体现“对外服务和对内监控”的有机统一。该项目的实施将促进北京市政府各个为民服务窗口单位的服务理念的转变和服务质量的提高,也使得政府内部工作效率提升和管理方法转变;通过对该系统配置高效的绩效管理工具来实现政府内部精细化的管理功能。
The Beijing municipal popular hotline is an important reform measure taken by the Beijing municipal government to change government functions. The system needs to reflect the organic unity of “external service and internal control”.
