2006年起,贵州省《贵州省骨架公路网规划》内二级公路项目统一由贵州省二级公路建设管理中心作为项目法人进行管理,在建设方式上推行代建制。代建制这种新型管理模式将管、建、用分开,解决了同位一体化的矛盾,可以有效控制造价,实现专业化管理。贵州省二级公路建设管理中心自己选择监理单位,充分发挥监理职能,让监理单位成为其另一个可靠监督力量。项目法人对于代建项目必须加强监督,完善代建单位选择方式,处理和有效防范各种风险,在代建的实施过程中不断地加强管理,将风险降制最低,达到双赢的目标。
