我相信,将欧树军《国家能力基础的基础》(以下简称《基础》)称为拓荒之作,表达的不过是任何一个严肃认真的读者在读到本书时的直觉。在这本书出版之前,认证的概念通常被视为其他国家行为的附属品,严格来讲,还不存在一个清晰的国家认证能力研究领域。但顺着《基础》指出的方向,我们可以已经可以看到一片阡陌交通、色彩分明的良田,而且其边界还在不断的扩展之中。
I believe that what Eurocopter calls “the foundations of the foundation of the state’s capabilities” (hereinafter referred to as the “foundations”) is a pioneering work. The expression is nothing more than the intuition of any serious reader at the time of reading this book. Before the book was published, the notion of certification was often viewed as an adjunct to the conduct of other countries. Strictly speaking, there is no clear area of national certification capabilities. However, along the directions pointed out by the “foundations”, we can already see a paddy road traffic, a well-defined farmland, and its boundaries are still constantly expanding.
