2003年12月26日,由40多人组成的首批赴伊的日本航空自卫队官兵启程前往科威特和卡塔尔,拉开了二战后日本自卫队规模最大、危险系数最高的海外派兵行动序幕。至此,日本自卫队已经事实上打破了“和平宪法”的禁忌,摆脱了“自卫”的羁绊,成为名副其实的“国家军队”。由此看来,日本小泉政府鼓吹的要在2005年自民党成立50周年之际“让宪法修改问题得出结论”的狂言很可能要成为事实。
On December 26, 2003, the first batch of more than 40 officers and men of Japan Airlines Self-Defense Forces departed to go to Kuwait and Qatar, opening the prelude to the largest overseas deployment of Japanese self-defense forces and the highest risk factor for overseas troops after World War II. At this point, the Japanese Self-Defense Forces has in fact broken the taboo of the “Peace Constitution” and has escaped the fetters of “self-defense” and has become a veritable “national army.” From this, it is likely that the rhetoric advocated by Japan’s Junichiro government to “bring the constitutional amendment issue to a conclusion” on the occasion of the 50th anniversary of the Liberal Democratic Party’s establishment in 2005 is likely to become a reality.
