在文化改革发展的新目标下,如何以文化民生的视角在发展文化的同时鼓励文化消费,是政府文化主管部门面临的新挑战。本文在深入调研的基础上,从目的、动力和心理等方面剖析了上海市民文化消费的四种主要形式,归纳了上海市民文化消费的七个热点,提出了以普惠的消费形式让市民愉悦享受文化消费,以丰富的消费内涵让市民积极参与文化消费,通过政府引导、市场调节、社会参与和方式创新来撬动上海的文化消费的主张。
Under the new goal of cultural reform and development, how to encourage cultural consumption while developing culture from the perspective of culture and livelihood is a new challenge that government departments in charge of culture face. On the basis of in-depth investigation and research, this paper analyzes the four main forms of Shanghai citizens ’cultural consumption from the aspects of purpose, motivation and psychology, summarizes seven hot spots of Shanghai residents’ cultural consumption, Enjoy cultural consumption, enable citizens to actively participate in cultural consumption with rich connotation of consumption, and mobilize the opinions of Shanghai’s cultural consumption through government guidance, market regulation, social participation and mode innovation.
