2010年以来,农电体制改革进一步深化,县供电企业管理由代管向直管转变,管理体制的深度变革带来了县供电企业与大电网企业实现管理接轨的问题。在两大电网集团化、一体化管理体系之下,为促使县供电企业的平稳转型,两大电网公司纷纷加大企业文化的落地,以防范变革带来的企业震荡,县供电企业文化建设转向如何与集团公司实现母子文化深度融合方面。2010年以来,中国电力企业联合会起动电力行业文化建设工作,县供电企业也面临着自身企业文化与整个行业文化的融合。国家电网公司在系统内推进文化“四统一”(统一核心价值观、统一发展目标、统一品牌战略、统一管理标准)活动,南方电网公司在推出员工辅导计划(EAP),以实现南网方略的有效落地,2011年6月,中国电力企业联合会颁布《全国电力行业价值公约》。新的形势下,县供电企业文化建设走向自身子文化与集团公司母文化和整个行业文化深度融合的新阶段。
