公共物品供给中租金的产生源于政府无意创租、政府被动创租和政府主动创租三种类型。纯公共物品供给中寻租博弈的治理要靠合理界定政府的行为边界,适当压缩政府的纯公共物品供给的范围;准公共物品供给中寻租博弈的治理可以通过强化市场竞争、建立租金消散机制来实现。
Public goods supply rent generated from the government unintentionally rent, the government passive rent-creating and the government initiative to create three types of rent. The governance of rent-seeking game in the supply of pure public goods should depend on the rational definition of the government’s behavioral boundaries and properly reduce the government’s supply of pure public goods. The governance of rent-seeking games in the supply of quasi-public goods can establish a rent dissipation mechanism by strengthening market competition to fulfill.
