为促进我国残疾人康复事业发展,经国务院批准,在全国残疾人抽样领导小组统一部署下,于1987年4月1日零时起对大陆29个省、自治区、直辖市进行第一次全国残疾人调查。现仅将视力残疾中(本文指含综合残)角膜性盲及低视力的流调结果报告如下:一、流调方法与对象以各省、自治区、直辖市为总体,采用分层随机整体抽样方法。被抽中区域进行家庭户调查(包括在本户常住一年以上的人),同时填写《住户调查表》及《残疾人筛查表》。根据筛出的可疑残疾人进行检查诊断后,再填写《诊断记录表》。最后按《残疾人标准》划分等级,填写《残疾人调查表》。所有参加工作的调查员、医生,统计员都进行了专门训练及测验合格。
In order to promote the development of the rehabilitation of disabled persons in our country, with the approval of the State Council and the unified deployment of the national leading group for the handicapped, starting from 0:00 on April 1, 1987, the first national disabled people in 29 provinces, autonomous regions and municipalities directly under the Central Government survey.
