随着改革开放的日益深入,国有铁路工程企业项目管理的战略问题成为众多研究者的研究热点之一。当前企业的竞争归根结底为人力资源的竞争,所以越来越多的学者热衷于将铁路工程项目管理与人力资源相结合来研究。这些研究囊括人力资源许多方面,如招聘、培训、激励、薪酬、企业文化等;而企业竞争的目的就是增大企业收益,企业只有有了效益才能持续发展,从而要求企业做好项目战略投资管理和成本控制;同时,作为企业,科学技术创新则是可持续发展的灵魂,没有科技创新,企业发展将成为空话。笔者认为:人才管理、投资管理、战略成本控制、工程技术创新同是当前铁路工程项目管理的重要因素,四者环环相扣,相辅相成。本文从该四个方面就铁路工程项目管理的战略问题作初步探讨。
With the deepening of reform and opening up, the strategic issues of the project management of the state-owned railway engineering enterprises have become one of the research hotspots of many researchers. At present, the competition of enterprises is the competition of human resources in the final analysis, so more and more scholars are keen to study the combination of railway project management and human resources. These studies include many aspects of human resources, such as recruitment, training, incentives, salaries, corporate culture, and so on; and business competition aims to increase corporate earnings, companies can only continue to develop with the benefits to require enterprises to do a good job strategic investment management And cost control; the same time, as an enterprise, science and technology innovation is the soul of sustainable development, without technological innovation, business development will become empty talk. The author believes that: Talent management, investment management, strategic cost control, engineering and technological innovation are both important factors in the current railway project management. The four are closely linked and complement each other. This article from the four aspects of the railway project management strategy for a preliminary discussion.
