全面推进青山工程是实现辽宁“十二五”生态环境大幅度修复目标的战略举措。各级政府充分运用封山禁牧、退耕还林、矿山生态治理等政府调控手段和有效的激励、约束政策，开展推进青山保护工作。然而，在青山保护工作中还存在许多亟待解决的问题，依法规范青山保护治理，就显得尤为重要。
