混凝土溢流坝的溢洪消能,以往常采用水跃式的消力池消能方式。最近的研究成果表明,当水库水位与下游尾水位之间的跌差大于50米时,这种消能方式会存在某些严重问题。早在1936年以前,罗伯兹(D.F.Roberts)在南非的罗斯科普坝(Loskop)及瓦阿拜克坝(Vaalbank)就采用了一种有效而经济的分流齿的消能方式,此后在津巴布韦、印度、斯里兰卡等国的一些重力坝、拱坝的泄洪消能方式中也得到了利用。
