电力的输配和销售是电力行业的重要组成部分,在进行厂网分开的同时,搞好这些环节的改革意义重大。笔者在研究政策和考查实际的基础上,对输配售环节及县级电力体制改革有以下三点建议。一、加快县为实体的改革目前,电力企业实行的是省为实体的生产、经营和管理模式。直供直管的地市供电企业、县电力企业及乡镇供电站所都是省电力公司的内部机构,财务上都是报表单位,没有独立核算。这种由省公司一管到底的管理体制存在诸多弊端: 一是管理层级过多,不符合管理的一般原理和规律。在目前的管理模式下,省电力公司这个法人实体内有省电力公司、地市局、县市局、供电站所四个管理层级。如果把省电力公司比作一个工厂企业,则地市局、县市局、供电站所都是它的一个车间,实际上形成了车间套车间、再套车间,套了三级车间,或者说是分公司下套分公司、再套分公司。这是很难管理到位
