The pension system “top design ” is actually a false proposition. With the support of the masses, we should continue to implement the existing basic old-age insurance system. China’s pension system is currently facing severe challenges, including the dual retirement system, the issue of postponing the retirement age and the issue of national co-ordination. Each is an ambitious task. Today, as the society is transforming, the government can not solve these problems by taking a headache and treating it by its own feet. Instead, it must grasp the essence and causes of the problem. Judging from the process of forming the pension system in China, the essence of these issues is the conflict between the old system and the new one in China.
