我国现行的电力建设预算体系从根本上来看是以计划经济体制为前提的 ,在市场经济条件下 ,电力建设市场环境发生了根本性的变化 ,电力建设预算体系必须进行彻底的改革。新的电力建设预算体系应由预算费用划分及计算方法系统、预算定额及价格信息系统、建设预算编制方法系统、项目经济评价系统和建设预算管理系统组成。其中预算费用划分与计算方法系统和预算定额与信息系统是基础 ,编制方法系统和项目评价系统是实现手段 ,而管理系统是保障 ,各自相互作用 ,相互制约 ,形成一个有机的整体。
China’s current power construction budget system is fundamentally based on the planned economic system. Under the conditions of market economy, the power construction market environment has undergone fundamental changes, and the power construction budget system must be thoroughly reformed. The new electric power construction budget system should consist of a budget cost division and calculation method system, a budget quota and price information system, a construction budget preparation method system, a project economic evaluation system, and a construction budget management system. The system of budgetary cost division and calculation methods, and the budget quota and information system are the basis. The preparation method system and the project evaluation system are the means of realization, while the management system is the guarantee, each interacts and restricts each other to form an organic whole.
