上海科技小巨人工程自2006年实施以来,已支持企业1225家。有的各类服务和支撑已难以完全满足新形势下上海中小企业的创新创业和迅速成长的需求。基于这一系列变化,2006年,为对接国家发展战略,推动科技型中小企业自主创新,提升企业构建核心竞争能力,打造一批具有国内外行业竞争优势的科技小巨人企业,促进区域经济结构调整和稳步增长,上海市科委在深入调研,并对以往工作进行全面总结的基础上,会同上海市经济和信息化委制定并发布了《上海市科技小巨人工程实施办法》,正式实施“科技小巨人工程”计划。
