如何加强对高危流动人口的管控,是公安机关“三基”工程建设必须予以破解的“两大难点”之一。面对外来人口流动日益频繁,管理难度不断增大的现状,永嘉县公安局以经济强镇桥头镇为试点,坚持走科技强警之路,积极探索建立了以“以居管外”为主要特点、以“管理、服务、查对、控制”为主要工作内容、以“条码式”智能化管理为主要形式的流动人口管理新模式,取得了较好的成效。
