甲,一九五○年工作总结一九五○年是水利工作全面展开的第一个年度,这一年中,全国基本解放,还有许多地区陆续解放,全国经济建设亦由分散经营,转向统一管理.我们所接收的基础,是国民党反动派腐败统治所遗留的烂摊子,全国河道长期失治,堤防残破不堪,各项基本资料零乱散失,多数河流都没有完整可靠的治理计划。大部水利技术人员,过去虽然也想工作,可是国民党反动派的腐败统治,根本不进行水利建设,因而限制了他们的工作经验和技术水平。中央水利部对全国情况了解不足,各级机构初步设 A.
