旅业经常会出现部份房间(或床位)租不出去而闲置起来,这是一种正常现象,但是旅业的不变费用,并不因此而减少。所以在制订客房收费标准时,必须规定合理的出租率。《国营旅店业作价试行办法》规定正常出租率:“大、中城市的大型旅店一般定在80%左右为宜,车站、码头和繁华地区的中、小型旅店可以高一些,掌握在85%左右,县城的旅店可以定低一些”。这条规定是符合旅店经营的客观实际的,但是用此作为计点收費标准却是违背“按质论价、优质优价”的原则的。
It is normal for the travel industry to find that some rooms (or beds) cannot be rented and left unused. This is a normal phenomenon, but the constant cost of the travel industry has not been reduced. Therefore, when formulating room charges, it is necessary to specify a reasonable occupancy rate. The “Trial Measures for State-run Hotel Industry Valuation” stipulates the normal occupancy rate: “large and medium-sized cities are generally set at around 80%, and small and medium-sized hotels in stations, docks, and bustling areas can be higher, at around 85%. The county hotel can be set lower." This provision is in line with the objective reality of hotel operations, but using this as a point-based charging standard is in violation of the principle of “quality based on quality, higher prices for better quality”.
