本文认为，农业和农村经济两大战略任务能否如期完成，主要取决于能否有效及时地解决农业投入严重不足的问题。解决这个问题的根本途径是靠“两只手”的协调运用，关键在于大力加强政府的宏观调控，强化政府的支农职能．加大资源配置向农业的适度倾斜。作为宏观调控重要手段的国家财政必须根据需要与可能尽力扩大对农业投入的规模。同时，要抓好支农资金的使用重点，把资金优先用到最需要的地方去。到本世纪末，财政支农支出占国家财政总支出的比重，以及中央和地方财政支农支出占本级财政总支出的比重，可分别逐步提高到１２％、６％和２０％。财政通过牵头投入，引导农民、乡镇企业、银行及其他主体扩大全社会对农业投入的规模，形成一个良性的多元化、多层次、多渠道、多方位的农业投入机制。今后要加大对农业基础设施的投入，把支粮放在支农首位，把发展乡镇企业放在支农的战略地位，并增加对科教兴农的投入。
This paper argues that whether the two major strategic tasks of agriculture and rural economy can be completed on schedule depends mainly on the effective and timely solution to the serious shortage of agricultural inputs. The key way to solve this problem depends on the coordinated application of “two hands”. The key lies in vigorously strengthening the government’s macro-control and strengthening the government’s supporting agriculture. Increase the appropriate tilt of the allocation of resources to agriculture. As an important means of macroeconomic regulation and control, state finances must make every effort to expand the scale of investment in agriculture according to the needs and possibilities. At the same time, we must pay special attention to the use of funds for supporting agriculture and give priority to the use of funds wherever they are needed most. By the end of this century, the proportion of fiscal expenditures on supporting agriculture in the total state expenditures, as well as the proportion of expenditures on agriculture supported by the central and local governments in the total fiscal expenditures, will gradually increase to 12%, 6% and 20% respectively. By taking the lead in investment, finance has led farmers, township enterprises, banks and other entities to expand the input of society into agriculture and form a virtuous diversified, multi-level, multi-channel and multi-directional agricultural input mechanism. In the future, we will increase investment in agricultural infrastructure, put the first priority for supporting agriculture and put the development of township and village enterprises in a strategic position to support agriculture and increase investment in rejuvenating agriculture through science and education.
