武隆县县、区、乡三级医疗卫生机构12年资源状况反映以下问题:人力资源除县级在数量和质量上比较稳定外,区、乡两级波动大,呈逐年减少趋势,特别是乡级人员数量严重下降,质量低劣;财力资源严重不足,卫生事业费占县财政总支出的比例逐年下降,绝对数虽有所增加,但主要增加在人头经费上,用于事业发展的比例越来越少;三级医疗卫生机构除小型仪器设备有所增加外,大、中型仪器设备增加缓慢,三级医疗卫生机构危房多,尤以乡、区级更为突出,这表明国家对基层卫生事业投资严重不足,基本处于停滞或滑坡状态,需要引起高度重视。
