武威市凉州区自古以来就是“人烟扑地桑柘稠”的富饶之地,进入新世纪以来,凉州大地处处洋溢着科技兴农的热潮,凉州区金羊镇农技站助理农艺师马仁山,就是这样一位科普惠农的弄潮儿。参加工作20年来,他一心扑在农村科普和优质农膜推广上,受到了广大农民群众的一致好评。2009年,他被中国科协、财政部表彰为“全国农村科普带头人”。在加快石羊河流域综合治理进程中,武威市把日光温室建设作为实现农业有效节水、农民增收的重大举措,在全市大力推广。金羊镇是个城郊镇,人多地少,人均还不到一亩耕地,老百姓要增加收入,最有效的途径是搭建日光温室增加产量。可刚开始推广的时候,由于群众对高科技塑料大棚和日光温室种植技术不了解,加上搭建成本高,
