目的调查宁波市有害生物防治业(PCO)的现状与服务质量,提高病媒生物防制质量与水平。方法统计PCO公司年审表;抽查现场病媒生物防制和乡(镇、街道)经费投入;评价服务质量的管理。结果宁波市PCO协会有企业会员40家,管理和操作人员704名。2008、2009年营业总额分别为3333万元和4119万元。其中,药械销售、特殊行业、一般单位营业额均有不同程度的增加。市场化运作乡(镇、街道)增加了20个,营业额增加了492万。年审表填写内容与实际情况符合率为98.40%,试卷调查满意率为96.75%。乡(镇、街道)平均投入21.93万元,略低于年审乡(镇、街道)平均经费。以PCO公司自身服务管理制度建立和执行情况,各级组织检查考核结果,及群众满意度等综合评价防治效果,基本能反映日常的防制水平。结论宁波市PCO发展势头良好,这与政府大力倡导、支持市场化运作和有效服务质量管理是分不开的。
Objective To investigate the status quo and service quality of pest control industry (PCO) in Ningbo and to improve the quality and level of vector control. Methods Statistical PCO company annual audit table; spot checks on the vector control of biological and township (town, street) funding; evaluation of service quality management. Results The PCO Association in Ningbo has 40 enterprise members and 704 managerial and operational staff. In 2008 and 2009, the total turnover was 33.33 million yuan and 41.19 million yuan respectively. Among them, sales of medicine equipment, special industries, general unit turnover have varying degrees of increase. The market-oriented operation township (town, street) increased by 20, the turnover increased by 4.92 million. Fill in the content of the annual review table with the actual situation in line with the rate of 98.40%, satisfaction with the test paper was 96.75%. Township (towns, streets) an average investment of 219,300 yuan, slightly lower than the annual examination of township (town, street) average funding. Based on the establishment and implementation of PCO’s own service management system, the results of inspection and appraisal at all levels and the satisfaction of the general public, the comprehensive evaluation of prevention and control effects can basically reflect the daily level of prevention and control. Conclusions The development trend of PCO in Ningbo is good, which is inseparable from the government’s advocacy and support of market-oriented operation and effective service quality management.
