一、爲將羣眾鬥爭中地主、富農所減租穀、所退押金及清匪追賊、反霸賠償、違法罰款等項果實合理歸還和分配給農民,以提高農羣眾生產,改善農民生活,特制訂本辦法。二、鬥爭果實必須向羣眾公佈,並應在羣眾鬥爭每告一段落時即慎重合理地迅速歸還或分配給農民,嚴禁遲不處理,或以任何籍口移作公用。三、凡減租果實誰減誰得,一概歸遝原佃戶所有。四、凡各級農民協會所經收之地主、富農退還押金,須按下列原則處理:甲、凡屬退還農民(包括富裕中農、中農)之押金,應全部歸還原主,不得調劑。
