一、研究背景 1997年以来,台州市椒江区在教育制度创新方面进行了广泛、深入的理论研究和实践探索,提供了“教育股份制”等一批有重要影响的研究成果。2000年以后,椒江区作为中国教育学会批准的国家级综合教育改革实验区,独立开展了以学校法人制度建设为核心的现代学校制度研究,成为中国现代学校制度研究中第一个由政府教育行政部门推进的区域政策试验。 2004年,椒江区开始承担教育科学十五规划国家级重点课题“基础教育阶段现代学校制度的理论与实践研究”的研究工作,开展了“现代中小学所有制形式和实现方式的研究”;2005年,椒江区被总课题组批准成为该课题设立的国家级实验区,开展“学校效能评估”研究,实现了研究重点从制度向管理的转移。
I. Background Since 1997, Jiaojiang District of Taizhou City has conducted extensive and in-depth theoretical and practical exploration on the educational system innovation and has provided a batch of research results with important influence such as “Education Shareholding System”. After 2000, Jiaojiang District, as a national experimental area for comprehensive education reform approved by the Chinese Society of Education, independently conducted the research on the modern school system with the construction of the legal person system as the core. It became the first study of the modern school system in China by the government education administration Regional policy trials to promote the sector. In 2004, Jiaojiang District began to undertake the national key project of “Education in the Tenth Five-year Plan”, “the study of theory and practice of modern school system in elementary education stage”, and carried out “the study of the forms and ways of modern primary and secondary school ownership”; 2005 Jiaojiang District was approved by the General Task Force to become a national experimental zone set up by the subject. It carried out a study on “School Effectiveness Assessment” and achieved a shift of research focus from system to management.
