遵循规律,把握健康服务业发展的基本要求。坚持以人为本、统筹推进。把提升全民健康素质和水平作为健康服务业发展的根本出发点、落脚点,切实维护人民群众健康权益。区分基本和非基本健康服务,实现两者协调发展;统筹城乡、区域健康服务资源配置,促进均衡发展。坚持政府引导、市场驱动。强化政府在制度建设、规划和政策制定及监管等方面的职责。发挥市场在资源配置中的决定性作用,激发社会活力,不断增加健康服务供给,提高服务质量和效率。坚持深化改革、创新发展。强化科技支撑,拓展服务范围,鼓励发展新型业态,提升健康服务规范化、专业化水平,建立符合国情市情、可持续发展的健康服务业体制机制。立足当前实际,抓好重点领域工作。一是扶持一批多元化的办医机构。扶持非公立医疗服务机构发展,推动社会办医先行先试,加快推进公立医院改革。二是扶持一批多元化的护理疗养机构。培育一批医疗与养老融合发展的服务机构,积极发展社区健康养老服务,加快培育健康护理业。三是扶持一批健康保障服务企业。全面发展中医药医疗保健服务,发展健康体检、咨询服务业,大力发展第三方医疗服务,加快发展健康文化体育和养生旅游服务业,积极发展健康保险服务业。四是扶持一批健康产品生产企业。开发中医药养生保健产品,着力支持创新药物研发生产,积极推动生物制药高端化,支持医疗器械产业集群化发展。细化政策措施,确保落到实处。一是夯实健康服务业发展基础。推进健康服务信息化,健全健康服务业人力资源保障机制。二是放宽市场准入。建立公开、透明、平等、规范的健康服务业准入制度,完善健康服务法规标准。三是强化健康服务业发展的要素保障。加强规划布局和用地保障,完善财税价格支持政策,优化投融资引导政策。四是加强健康服务业发展的风险防控。依法规范健康服务机构从业行为,强化健康产品市场监管和服务质量监督。 Follow the law and grasp the basic requirements for the development of the health service industry. Adhere to people-oriented, co-ordinate and promote. To enhance the quality and level of the people’s health as the fundamental starting point for the development of the health service industry and to achieve the goal of safeguarding the health rights and interests of the people. Distinguish between basic and non-basic health services so as to achieve coordinated development between the two; and make overall plans for the allocation of resources for health services in urban and rural areas and regions so as to promote a balanced development. Adhere to government guidance, market-driven. Strengthen the government’s responsibilities in system construction, planning and policy formulation and supervision. We should give play to the decisive role of the market in allocating resources, stimulate social vitality, increase the supply of health services and improve the quality and efficiency of service. Persist in Deepening Reform, Innovating and Developing. Strengthen scientific and technological support, expand the scope of services, encourage the development of new format, upgrade the standardization and professionalization of health services, and establish a system of health service institutions that are in line with national conditions, market conditions and sustainable development. Based on the current reality, do a good job in key areas. First, to support a group of diversified medical institutions. We will support the development of non-public medical service institutions, push the society to take the lead in pilot projects and accelerate the reform of public hospitals. Second, to support a number of diversified nursing homes. We will foster a group of service agencies that integrate the development of medical treatment and retirement care, actively develop community-based health care services and accelerate the development of health care industry. Third, to support a number of health protection service enterprises. We will develop comprehensive medical and healthcare services for Chinese medicine, develop health checkups and counseling services, vigorously develop third-party medical services, accelerate the development of healthy cultural, sports and health tourism services, and actively develop the health insurance service industry. Fourth, to support a number of health products manufacturing enterprises. Development of Chinese medicine health care products, efforts to support the development of innovative drugs production, and actively promote the biopharmaceutical high-end, support the medical device industry cluster development. Refine policies and measures to ensure that they are implemented. First, lay a solid foundation for the development of health services. Promote the informationization of health services and improve the health service human resources guarantee mechanism. The second is to relax market access. Establish an open, transparent, equal and standardized health service access system and improve health service regulations and standards. Third, to strengthen the elements of health service development protection. Strengthen the planning and layout and site security, improve fiscal and tax price support policies, optimize investment and financing guide policy. Fourth, strengthen the risk prevention and control of the development of health service industry. Regulate the practice of health service institutions in accordance with the law, and strengthen the market supervision and service quality supervision of health products.
